A Note on Capacity & Permits

Indoor Events Temporary Place of Assembly (TPA) permits are not required for indoor events with fewer than 75 attendees.

Outdoor Events The outdoor TPA threshold is 200 people. If your outdoor queue or activity could approach or exceed this number, a TPA permit should be seriously considered.

Please be aware that guest counts approaching or exceeding a space's officially stated capacity — indoors or outdoors — may prompt an inspection by the city, and an inspector has the authority to clear the premises if necessary.

Street & Sidewalk Activity (SAPO)

If your event involves more than just a line on the sidewalk — for example, vendor carts, mobile retail displays, or any area of organized activity outside the space — a SAPO (Street Activity Permit Office) permit should also be considered. This covers temporary public-space use in NYC beyond simple queuing.

Security Recommendations

Parasol strongly encourages at least one security guard for every 25 people, combining indoor and outdoor headcount.

Example: 10 people inside + 80 people outside = 4 security guards.

Security helps manage common issues with outdoor lines, such as:

Trash left on the sidewalk from long waits
Blocked access to neighboring businesses' doors
General disorder that can lead to complaints from the block

Sidewalk Cleanliness & Cost

Clients are responsible for keeping the sidewalk clean during their activation. If excessive trash is left behind, cleanup charges may apply.

Budget

Security and permitting costs can easily run into the several-thousand-dollar range, primarily depending on the number of days/hours the activation is live. Clients are not required to use a Parasol-recommended provider and are welcome to source their own.
